Bylaws on smoking, noise and fees before council Tuesday
Among bylaws recommended for adoption at Tuesday’s council meeting is one to prohibit smoking and tobacco use within 25 metres surrounding playground structures, sport playing fields, park facilities, tennis courts, outdoor rinks, youth park, skate parks and within nine metres of recreation facilities owned by the County.
The provision of the bylaw would be enforced by the inspectors for the Hastings and Prince Edward Counties Health unit. Enforcement is intended to be self-regulating and on the “honour system” for compliance with the community at large, participants and individuals providing friendly reminders to offenders.

Fees include everything from birth registrations, marriage licences, liquor licence forms, inspections, burn permits, official plan or secondary plan amendments, plans for subdivisions or condominiums, new lots, easements, rights-of-way, lot additions, site plan approvals, building permits and other fees, dog tags and kennel fees, taxicab fees and fare rate charges, road permits, fingerboards and signs, garbage bag tags, bulk waste fees, facility rental rates for halls, ball diamonds and arenas; marina and harbour rates.

Gary, “A bird in the hand is worth two in the bush” I see no reason to spend $1 for something we don’t need and can’t prove will give us $2 in the future. That $1 actually costs us more because we either pay interest on money borrowed or make the tax base pay that extra amount.
Aren’t we better off investing money that we have, in something guaranteed to give us payback? I am talking about our existing tax base. If we don’t have to raise the taxes, it is better for business as they can keep their prices lower. People won’t have to get into further debt to pay their taxes and won’t move or lose their homes because they can no longer to afford to live in the County.
Doris, something you might want to consider is the idea of leverage — situations where the County can get more bang for the buck by partnering with external organizations, other municipalities and higher levels of government.
It seems to me that we should be supportive of some (not all) situations where we can make a $1 contribution and facilitate (say) $3 of benefits to the community. This is particularly true of volunteer organizatrions, where people are contributing their time at no charge.
We should also be supportive of situations where we contribute $1 and get $2 of revenue from other sources — e.g. governments.
Sometimes an expenditure of $1 is just that, but sometimes it can have a multiplier effect. It makse sense to differentiate the two very different situations.
There are 18 agencies asking for handouts from the council, when the County is so deeply in debt I wonder how it is ever going to get out
Some of the agencies should be self supporting, they make good from their events.
Why should the tax payer have to spend their grocery money supporting everything in the county except themselves.
