Belleville to update County on Bay Bridge project

Belleville-bridge
Belleville Mayor Taso Christopher and Build Belleville staff are to address County Council at its Committee of the Whole meeting Thursday to provide an update on the $20.7 million Bay Bridge Road Project.

The project includes replacement of the existing four-lane structure on Bay Bridge Road which crosses over the CP Railway with five-lanes on a new alignment immediately east of the current structure. It is being made wider to provide dual northbound left turn lanes to improve traffic and reduce delay at the intersection.

It was a toll bridge in 1890, replaced in stages between 1927 and 1931 with new steel truss spans, a swing span, and a short causeway. It was replaced with the current high-level structure in 1982. The Norris Whitney Bridge was dedicated to the memory of the member of the legislative assembly for Prince Edward Lennox Nov. 1951-Sept. 1971 and opened on Dec. 4, 1982, by James Snow, Minister of Transportation and Premier William Davis.

The project began construction in the fall and is expected to be completed by spring 2017. It also includes rehabilitation of Dundas Street West – widening to provide dual westbound left turn lanes and eastbound right turn lane at the Bay Bridge road as well as widening and resurfacing of Dundas to James streets for a centre left turn lane and replacement of the existing 1930s watermain on Dundas Street West.

The replacement portion of the bridge road and overhead portion is being funded from Federal Gax Tax. The Dundas Street portion is being funded from the Small Communities Fund.

In the presentation, council is being informed the projects are an investment into economic growth and that the plan ensures balance of infrastructure gap can be financed through revenues from future growth and development.

Work is stopped over the winter months and construction on the bridge abutments and a crash wall are to begin again in March. Beginning April 2016, Dundas Street West will be restricted to two lanes and traffic will be impacted, resulting in delays.
The removal of the existing bridge structure is set for October-November of 2016.
